The aim of the programme is to significantly reduce the social harm and health damage caused by the use of and trade in, illicit drugs. The programme builds on the EUs Drugs Strategy and Action plans.
Target group:
The target groups of the programme's activities are all those who may be affected by the consequences of drug use, including:
young people, women, vulnerable groups and people living in socially disadvantaged areas;
other target groups are, inter alia, teachers and educational staff, parents, social workers, local and national authorities, medical and paramedical staff, judicial staff, law enforcement and penitentiary authorities, NGOs, trade unions and religious communities.
Who can apply?
Non-profit-making public or private organisations and institutions (NGO`s, regional or local authorities at the relevant level, university departments and research centres);
Public authorities at national/central level and EU bodies and institutions are not eligible, they can only be associated to an application, but their costs will not be co-financed;
Bodies and organisations which are profit-oriented are not eligible, they shall have access to grants only as partners if justified by the nature of the project.
Projects must involve organisations from at least 2 different EU Member States or EFTA/EEA countries and must have a duration of 24 months.
Budget:
The total indicative budget available for this call is EUR 2 634 000. The Commission will finance a maximum of 80% of the eligible costs. The minimum individual grant amount is EUR 75.000.

- Action Grants, intended to co-finance specific transnational projects: 11 July 2013 at 12.00 (noon) CET.
